I would recommend Windsor Tea Rooms in Penarth. The staff are friendly and welcoming. The seating outside is dog-friendly.The food is lovely and a traditional home-style. We often pop into Windsor tea rooms after our weekend shopping in Penarth.

Me and my friends came here to revise before an exam, the atmosphere here was simply calm and the outside seating area, under the shelter was a different vibe to sit down and get to work. The Cappuccino was absolutely lovely and made really well, with just the right amount of foaminess. The Black Coffee was refreshing. The waitress was incredibly nice to us, and chatted to us about our revision and wished us good luck. Overall a great experience and we smashed the test that's to it.

Tea and scones for 2 cost a tenner. Massive warm scones with lots of jam and clotted cream and choice of teas. What's not love, will be going back. Went back, had the All Day Breakfast, and my wife had sausage and chips. Best breakfast in years. Definitely, I will return and might even take my mum in law the next time we go.

Great lunch at this quiet restaurant. The staff was nice, the dishes were delicious. Good quality price with fresh food (jacket potatoes for less than 8 , main meal for 10,50 , kids meal for less than 5). You can either sit inside or outside. Mind, the toilets are upstairs :)

Amazing! The place was rammed solid and we can now see why. We managed a table outside under cover which was lovely....despite the wasps!The service was perfect, friendly and efficient throughout. We both had the pie which was PROPER! Not just a pastry top. Extra gravy was presented as standard. Everything was clearly fresh and hot. Just wonderful good, honest food. We loved everything about this place and are glad we walked round for a bit whilst a table became available.

Solid old fashioned wooden tables. Lots of windows looking out on to the street and the Windsor Arcade. Table service which was prompt and friendly. Very good cooked breakfast available in three sizes, but even the smallest was quite big. Tea in teapot with china cups. Very nice experience and would recommend.
